Center of the project ´Transport´ is the inward-, inter- and intra municipal transfer of the results and experiences of a communal educational management of the communes which are sponsored in the framework of the federal program 'Learning On Site' (LOS). The main aims are to give a fundamental comprehension of transfer theories and to develop an activation model for transfer. During the progress of 'Learning On Site', special activities for transfer are to be planned and implemented on this basis. Altogether these results allow to lay a foundation for the development of nationwide transfer agencies.

The research project 'Transport' is led academically by Prof. Dr. Peter F. E. Sloane (University of Paderborn, Germany) and Prof. Dr. Dieter Euler (University of St. Gallen, Swiss) and is worked on collaboratively by research teams from Paderborn and St. Gallen. The program 'Learning On Site' which exists since 2009 and which is funded nationwide with 60 million euros in 35 communes by the Federal Ministry of Education and Research is accompanied with regard to content. During the first sponsorship period (2009-2012) it deals with the creation of structures and processes for a Communal Educational Management within selected towns and administrative districts. During the second sponsorship period (2012-2015) the main focus lays on the transfer or rather the question of exchange and perpetuation of experiences and results of the first sponsorship period. The research project 'Transport' starts at this point exactly: both in the first sponsorship period (01.03.2012 - 30.11.2012) and in the prolongation (01.12.2013 - 30.06.2013), questions of transfer are taken up and worked on scientifically.
